TALLAHASSEE, Fla. — Governor Ron DeSantis has signed a death warrant for Harold Gene Lucas, who was convicted of the 1976 murder of his then-16-year-old girlfriend, Jill Piper. The execution is scheduled to take place on September 1, 2026, at Florida State Prison in Raiford. This development marks the 15th death warrant issued by DeSantis this year, continuing a significant increase in the state's pace of capital punishment proceedings.
Details of the 1976 Crime
The case stems from events on August 13, 1976. At that time, Lucas was 24 years old and had known Piper for four years. According to court testimony, following an argument in which Piper ended their relationship, Lucas threatened her life with a friend present, stating he intended to "put that little (expletive) in a hole." Fearing for her safety, Piper asked two friends, Richard Byrd Jr., 19, and Terri Rice, 17, to stay at her home. Both individuals were armed.
Prosecutors state that on the night of August 13, Lucas arrived at Piper's residence with a rifle and began shooting at all three occupants. Piper was struck immediately as her friends retreated inside. Despite managing to enter the house herself, Lucas followed her and shot her multiple times before she died. Byrd and Rice survived the attack. During legal proceedings, Lucas attributed his actions to drugs and alcohol, claiming he could not recall the events; however, a jury unanimously recommended the death penalty.
Legal History and Appeals
Lucas has been on Florida's death row for nearly 50 years. His original death sentence was vacated in 1982 due to a procedural error during direct appeal. This led to four resentencing proceedings over the following decade, with the Florida Supreme Court affirming his death sentence in 1992. Subsequent appeals have failed, and a request for clemency was previously denied.
Lucas is scheduled to be executed starting at 6 p.m. on Tuesday, September 1, 2026. The execution will occur approximately 40 miles west of Jacksonville. Barring a successful appeal or stay, he will become the 14th person executed in Florida under DeSantis' administration.
Statewide Execution Trends
The issuance of this warrant follows closely after two other executions took place on July 28, involving James Duckett and Dominick Occhicone. This was the first time since 1964 that Florida executed two men on the same day. Since the beginning of 2025, the state has carried out 31 executions.
Following the double execution, DeSantis commented on the gravity of capital punishment. "I don't take joy in doing that, it's a weighty thing," DeSantis said on July 28. He noted that some victims' families have waited decades for resolution. The next scheduled execution is William Silvia, 61, who was convicted of the 2006 shooting murder of his wife, Patricia. His execution is set for August 18.
