HILLSBOROUGH COUNTY, Fla. — Four individuals were arrested early Saturday morning after a large-scale illegal street takeover on Interstate 75 prompted a high-speed police pursuit reaching speeds of approximately 140 miles per hour. The incident occurred around 1:30 a.m. near mile marker 266 in Thonotosassa, where traffic cameras captured hundreds of vehicles blocking all northbound lanes while drivers performed burnouts and other stunts.
Incident Details and Arrests
According to an arrest report from the Florida Highway Patrol (FHP), authorities responded to reports of a significant gathering on the interstate. Video footage showed that as troopers arrived, vehicles dispersed rapidly while drivers and spectators returned to their cars. While most participants were allowed to leave without facing charges, one driver failed to comply with law enforcement directives.
The Florida Highway Patrol identified the primary suspect as 25-year-old Yulian Lugo of Tampa. After fleeing the scene in a green BMW, Lugo was pursued by troopers at speeds reaching approximately twice the posted limit. The vehicle eventually exited the interstate and stopped in a parking lot. Lugo was arrested and charged with aggravated fleeing to elude and participating in a street takeover, both classified as felony offenses.
Charges and Legal Consequences
In addition to Lugo’s arrest, three passengers were taken into custody: one 24-year-old female and two 18-year-olds. All four individuals were booked into the Hillsborough County Jail. The three passengers face misdemeanor charges for highway racing.
"Street takeovers... have become an enforcement focus for law enforcement agencies in Florida and across the country because of the safety risks they pose to motorists, participants and spectators," according to official statements regarding such incidents.

The FHP is currently reviewing available evidence from traffic cameras and dashcams. Authorities have indicated that investigators are determining whether additional arrests will be made based on further analysis of the footage. The incident highlights ongoing efforts by state law enforcement to curb dangerous driving behaviors on major thoroughfares.
